Unable to power on my virtual machine after giving physical memory reservation, even though there is still non-utilized physical memory?

Dear all,

 

I have installed ESXi 5.1 on my physical host which has 4 GB of physical memory, initially I created two VMs without any reservation of physical memory, everything worked fine. Now, I reserved 2GB of physical memory for VM1, and 1 GB for VM2 for testing purposes, still there was 1 GB of free memory, after this my VM1 got powered on, but my VM2 din't get powered on, I would like to know what might caused this issue? Also I would like to know will my ESXi Kernel will need some amount of committed physical memory?? I would appreciate if you provide any links or documents which explains about best practices in resource management. Thanks in Advance.
